Born in Chengdu, Sichuan, China, she moved to the United States in 1988, earned a graduate degree in social work from the University of Texas at Austin, and became a U.S. citizen in 1994. She has worked as a social worker and businesswoman, and previously served as chair of the Libertarian Party of Colorado (2015–2016) before later running for federal office in New Hampshire.
